“My stepfather, the police chief who had spent years treating my mother’s house like his private kingdom, handcuffed me in her kitchen because he thought I was lying about a secure government call….007

United States Attorney Marcus Cooper stepped forward, opening the execution block of the capias warrant:

“Under Section Fourteen-B of the 1944 Mercer Founding Indenture…”

Cooper pointed his gold pen directly at Michael Harris:

“…the registered, sovereign fee-simple master title to this land, this foundation, and every municipal easement in this county…”

“…is held exclusively in fee-simple absolute by **Major General Victoria Eleanor Mercer-Mitchell**.”

“And for ten years, Michael Harris…”

Cooper bared his teeth in a cold, terrifying line of white bone:

“…you have been living inside an active federal military entrapment perimeter.”

CHAPTER 4: THE TWIST OF THE COUNTY LEDGER

Michael Harris’s skeleton seemed to liquefy.

He tried to push himself up against the table, his blood-smeared face twitching violently:

“Lies! That is an archaic military fiction! I am the Chief of Police! I answer to Mayor Sterling! My brother-in-law is the District Attorney! You can’t execute an admiralty warrant in a county jurisdiction!”

“Mayor Sterling was arrested forty minutes ago at his lake house, Michael,” Marcus Cooper answered, his voice dripping with clinical disgust:

“The District Attorney is currently in waist-chains at the federal holding facility in Charlotte.”

Cooper pulled an unsealed, four-hundred-page forensic audit from his portfolio and slammed it flat atop the breakfast table:

*THUD.*

“Look at the ledger, Chief Harris,” Cooper commanded:

“You thought your little shakedown operation at the county line was clever.”

“You thought the two hundred thousand dollars you siphoned from seized narcotics assets every year was buried safely in your private credit union accounts.”

Cooper turned the pages:

“You weren’t moving civilian money, Michael.”

“Every dollar you routed through your private safe was laundered through **The Valkyrie Trust** in Vaduz, Liechtenstein.”

“The offshore liquidity syndicate controlled by **Chief Justice Arthur Sterling-Vance**.”

Michael stopped breathing.

His pupils dilated until the slate-blue of his irises was swallowed completely by black.

His throat worked in dry, spastic, un-coordinated clicks:

*k-k-k.*

“The… the Chief Justice…?” Michael gasped, his voice cracking into that thin, pathetic squeak:

“Arthur Vance… he told me Victoria was just an administrative clerk! He told me that if I kept her under control, if I provoked her into a domestic assault charge tonight, his bench would sign an emergency protective order stripping her of her military pension and her family inheritance!”

“Arthur Vance used you as an expendable pawn, Michael,” I said softly, stepping closer:

“The Chief Justice didn’t need a domestic dispute to settle an old score.”

“He needed my phone.”

I reached down to the table, picked up the ruggedized, titanium-cased satellite communications terminal Michael had knocked from my hand—the secure Department of Defense transponder unit stamped with the cryptographic serial number: *ARCHANGEL-CIPHER-01*:

“This terminal does not route through commercial cellular towers, Michael.”

“This terminal holds the four-hundred-character analog targeting release cipher for the entire Atlantic ballistic missile submarine fleet at Kings Bay.”

“Arthur Vance convened an extraordinary midnight session of the Supreme Court for zero-two-hundred hours tonight.”

“He has Swiss buyers waiting in Zurich.”

“He needed this phone disconnected from the Pentagon grid so his private hacking detachment could siphon the launch codes before sunrise.”

I looked down at the nickel-plated handcuffs still lying on the floor:

“And you, Michael…”

I bared my teeth in a slow, razor-thin line of polar diamond:

“…you put your service weapon to my head and slapped handcuffs on a General Officer during an active thermonuclear continuity transmission… because your petty, pathetic ego couldn’t handle a woman who refused to call you master.”
